Minister Canney welcomes new €55.8 million Reconstitution Scheme to support forest owners hit by Storms Darragh and Éowyn

Seán Canney TD, Minister of State for International & Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, has welcomed Government approval of a national Reconstitution Scheme, costed at €55.8m, to help private forest owners replant areas devastated by Storms Darragh and Éowyn.

Satellite assessments show almost 13,000 hectares of private forestry were windblown during the 2024/2025 storms, causing major disruption for growers and rural communities. The Scheme will cover the eligible costs of replanting with conifer, broadleaf or mixed species, in line with the State Aid rules which allow support of up to 100% of eligible costs.

Minister Canney said the Scheme is an important signal of the Government’s commitment to landowners and to the long-term sustainability of Irish forestry:

“Storms Darragh and Éowyn caused extensive damage across the sector. This decision ensures that private forest owners are supported to recover quickly, replant their land, and maintain the environmental and economic value that forestry brings to our rural regions. This Scheme gives clarity, certainty and practical assistance to those affected, while reinforcing the ambition of the Forestry Programme 2023–2027.”

Under the Scheme, grants will be paid in two instalments – 75% at the time of replanting and 25% after four years – with support levels depending on species type and insurance status. The measure will operate under EU State Aid rules and will open for a fixed application period.

Minister Canney added: “This is a targeted response that allows forest owners to get back on their feet. Replanting now will safeguard future timber supply, biodiversity benefits and climate gains.”
