Seán Canney TD, Minister of State and Leader in Cabinet of the Independent Ministers, has welcomed the Government’s consideration of a new State-led Early Learning and Childcare capital investment programme, describing it as a practical step to strengthen planning and delivery of childcare infrastructure where supply is not meeting demand.
The programme provides a framework for a more direct State role in supporting childcare provision, particularly for younger children and in disadvantaged and rural areas, while continuing to work alongside community and not-for-profit providers.
The programme places a particular focus on increasing places for children aged 1 to 3, while also ensuring sufficient capacity for children to progress within the same service.
It also emphasises delivering childcare in appropriate locations, taking account of accessibility for parents, links with other services and wider spatial planning considerations.
“This programme is about planning childcare infrastructure properly and delivering it where it is needed,” Minister Canney said. “It gives the State the tools to identify gaps, support delivery and ensure services are located in the right places.”
The programme provides for three State-led delivery models, including the construction of new facilities, the purchase of existing buildings, and investment in fit-out or acquisition to support not-for-profit providers to deliver services, ensuring affordability, quality and inclusion.
The programme supports public management of the planning and delivery of childcare infrastructure.
The approach is designed to ensure childcare investment is delivered in a cost-effective and sustainable way, making best use of public funding. It also supports more timely delivery of childcare infrastructure by providing a clearer, planned pathway from identification of need through to delivery.
Minister Canney also welcomed the programme’s alignment with the National Development Plan, with €135 million earmarked for the period 2026–2030, supporting a planned, regional approach to childcare investment.
“This is about using public investment effectively – planning ahead, supporting regional and rural areas and ensuring families can access high-quality childcare in their own communities,” Minister Canney said.
