Seán Canney TD, Minister of State for International and Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, is encouraging adults of all ages to consider advance planning for their future decision-making, following new supports introduced by the Decision Support Service.

Since April 2023, a new and simplified process for making an Enduring Power of Attorney has been in place, allowing individuals to legally appoint a trusted person to make decisions on their behalf should they lose capacity in the future.

Minister Canney said the updated system is about giving people peace of mind and protecting their wishes should they ever be unable to make decisions themselves.

“Advance planning is something every adult should think about,” the Minister said. “The new Enduring Power of Attorney framework is accessible, affordable and secure and I would encourage people to take that step while they can do so confidently.”

While the option to make an Enduring Power of Attorney has existed since 1996, only 8% of Irish adults have done so, compared to 22% in England and Wales and 20% in Scotland.

The Decision Support Service has introduced new accessibility measures, including a Freephone helpline, dedicated Enduring Power of Attorney helpdesk, and the option of using paper forms for those unable to apply online. The new system includes stronger safeguards, a €30 registration fee, and a secure central register.
