Seán Canney TD, Minister of State for International & Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, has welcomed the publication of the Department of Children, Disability and Equality’s Sectoral Capital Plan 2026-2030.
Minister Canney said the plan reflects core Government priorities he has consistently championed-particularly the need for major new investment in disability infrastructure and expansion of early learning and childcare capacity.
Minister Canney said: “The Government is now committing €278 million to specialist disability infrastructure- doubling current capital levels. This is exactly the scale of investment I have long argued for, and it will make a real, lasting difference to people with disabilities and their families.”
The €278 million disability allocation will support:
• New residential homes
• Additional respite facilities
• Expanded day services
• New multi-disciplinary team units
• Modern, fit-for-purpose disability infrastructure in partnership with the HSE
Minister Canney said the disability package will directly improve service access and quality across the country.
He also highlighted the €188 million investment in Early Learning and Care, a core Programme for Government commitment.
“Early years provision is one of the most important investments any Government can make,” he said. “This plan will increase childcare capacity where it is needed most, support new State-led early learning infrastructure, and modernise existing facilities. It’s a major boost for parents, staff and providers.”
A further €188 million has been allocated to Tusla and child protection infrastructure, including new step-down units, expanded residential care capacity, upgraded special care facilities, and continued development of Barnahus child-centred centres.
Minister Canney said these investments collectively speak to “a Government focused on strengthening public services and delivering long-term improvements for children, families and people with disabilities.”
“This is a serious five-year plan with clear priorities and real delivery behind it,” Minister Canney said. “It strengthens the foundations of disability services, childcare, and child protection for the long term.
