Seán Canney TD, Minister of State for International and Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, has welcomed confirmation that the amendment facility for 2026 yearly reference numbers under the Suckler Carbon Efficiency Programme (SCEP) is now open.

The Suckler Carbon Efficiency Programme provides targeted support to beef farmers to improve the environmental sustainability and efficiency of the national suckler herd, while recognising the practical realities facing farm families.

Minister Canney said the opening of the amendment window gives important flexibility to participants as they plan for the year ahead.

“This amendment facility allows farmers to adjust their 2026 yearly reference number to reflect their individual circumstances, while remaining compliant with programme requirements,” Minister Canney said. “That flexibility is important in ensuring SCEP continues to work for farmers on the ground, particularly where herd numbers or calving patterns may change.”

Under the scheme rules, participants may reduce their 2026 yearly reference number by up to 20% of their 2025 reference number. Where a participant previously reduced their yearly reference number in 2023, 2024 or 2025, they may also increase their 2026 reference number back up to the programme reference number set at application stage.

Minister Canney reminded participants that any amendment made will affect both programme actions and the maximum payment available in 2026, and that once an amendment is submitted online, no further changes can be made.

“It is important that farmers carefully consider their position before submitting an amendment, particularly where there may be difficulties meeting the minimum calving requirement by 30 June 2026,” he said. “Taking action during this window can help avoid unnecessary penalties, removal from the programme or clawback of payments.”

To receive the maximum payment in 2026, participants must also ensure they have sufficient eligible forage hectares declared under their 2026 BISS application and remain fully compliant with all programme requirements.

Where a participant does not wish to amend their 2026 yearly reference number, no action is required and their 2025 reference number will automatically roll over to 2026.
