Seán Canney TD, Minister of State for International and Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, has welcomed the launch of a new public consultation on proposed changes to exempted development regulations — a move aimed at simplifying the planning process for homeowners and allowing local authorities to prioritise large-scale housing delivery.
The draft reforms propose exempting a range of small-scale developments from the requirement to obtain planning permission — helping to reduce delays, ease pressure on planning systems, and support sustainable living.
Welcoming the initiative, Minister Canney said: “This is a common-sense move that will help clear backlogs in the planning system while making life easier for families and homeowners. Giving people the ability to adapt or expand their homes without a lengthy planning process – particularly for attic conversions, heat pump installations, and on-site family accommodation– is both practical and timely.”
“It also supports our climate goals and responds to demographic needs, including enabling older people to remain living independently in their own communities.”
Under the current review, proposed planning permission exemptions include:
- Attic conversions and roof lights
- Installation of heat pumps
- Subdivision of existing homes to accommodate older relatives or family needs
- Detached habitable accommodation within the boundary of a main home
The consultation also invites the public and organisations to submit their own ideas in this area — offering people the opportunity to help modernise planning rules in a way that reflects how we live today.
Minister Canney added: “I encourage people across the country – particularly in rural and regional areas – to engage with this consultation and make their voices heard. Whether you’re a homeowner, a professional, or part of a community group, this is your chance to shape a planning system that works for the future.”
The consultation remains open until 5pm on Tuesday, 26 August 2025.
