Seán Canney TD, Minister with responsibility for Road Safety and Leader in Cabinet of the Independent Ministers, has welcomed the publication of the independent Crowe Review into An Garda Síochána’s Roads Policing function.
The review found that while most Roads Policing Unit members are dedicated and professional, there remains a significant cohort whose performance and engagement fall short, alongside challenges in supervision, staffing, and resources. It highlights the need to strengthen governance, address resource gaps, ensure greater investment in vehicles, equipment and training, and remove barriers to active performance management created by the current interpretation of the Performance, Accountability and Learning Framework (PALF) policy.
A Steering Group under the Deputy Commissioner for Policing Operations and a Working Group under the Assistant Commissioner for Roads Policing and Community Engagement are now in place to oversee and implement the changes identified in the report.

I have engaged with the Minister for Justice on this report and will continue to do so – with Minister O’Callaghan and the outgoing and incoming Garda Commissioners – to ensure the changes set out in the report are implemented in full. This is ultimately about saving lives and making our roads safer for everyone.”
