Seán Canney TD, Minister of State for International and Road Transport, Logistics, Rail and Ports and Leader in Cabinet of the Independent Ministers, has welcomed confirmation that both Galway County Council and Galway City Council met their statutory obligations under Part 5 of the Disability Act in 2023.
Part 5 of the Disability Act 2005 requires public bodies to take positive steps to employ and support people with disabilities, including meeting minimum employment targets.
The latest monitoring report from the National Disability Authority shows:
- Both councils achieved an employment rate of between 3% and under 4.5% for persons with disabilities — meeting the statutory minimum target of 3% for 2023.
Minister Canney said: “It’s very positive to see both Galway County and City Councils meeting the target in 2023. It shows a clear commitment to building inclusive workplaces that reflect the communities they serve.”
The report also outlines the Government’s phased approach to increasing public sector disability employment targets:
- 3% minimum target in 2023
- Rising to 4.5% in 2024
- And to 6% in 2025
Nationally:
- 44 out of 45 public bodies met the 3% target in 2023.
- 33 public bodies are already meeting or exceeding the 4.5% step due in 2024.
- 18 public bodies have reached or exceeded the 6% target set for 2025.
- 1 body did not meet the required target of 3% – two less than in 2022.
Minister Canney concluded: “Progress is being made — but we must continue to build on it. Meeting these targets is not just a legal requirement; it’s about ensuring people with disabilities have equal access to careers in our public services.”
